Hollin Lane and Langley Lane developments given go ahead

The Taylor Wimpey planning applications for developments on Hollin Lane and Langley Lane in Middleton were ‘granted subject to conditions’ at the Planning and Licensing Committee.

Representing the objectors was Kevin Shackell, a local resident who says he did not receive any correspondence relating to the consultation carried out by Taylor Wimpey.

He said: “I live right next to one of the sites and I wasn’t consulted. Over 680 objection letters to proposals were submitted.

“We are not comfortable with the traffic management and the safety of our children with the speeds on Langley Lane.”

Mr Shackell also highlighted high ground rent charges on Taylor Wimpey properties, which has been reported on in national media.

A representative for Taylor Wimpey said the developments would offer socioeconomic benefits for the community and the Council and that Taylor Wimpey had worked correctly for ‘the best possible outcome for both Hollin Lane and Langley Lane.’

A link between the two sites and a third Taylor Wimpey development is proposed.

Councillor Phil Burke said: “You say you’ve worked closely with residents and local groups. I’m a councillor in one of the wards and I’ve seen nothing from yourselves. The traffic is mayhem; Langley Lane is very busy already and can back up to half-a-mile in peak times.”

The representative responded saying over 2,000 consultation leaflets were distributed. He added: “We received extensive feedback.”

The Hollin Lane application proposes:

  • 11 three bedroom terraced dwellings.
  • 36 three bedroom semi-detached dwellings.
  • Four three bedroom detached dwellings.
  • 52 four bedroom detached dwellings 

The majority of dwellings would be two storeys in height with 12 units being 2.5 storeys in height.

The proposed development also includes public open space, internal access roads, private gardens and off street parking as well as landscaping across the site.

Pedestrian and cycle links are proposed at three points along Hollin Lane in addition to the main vehicular access route approved under the outline consent. Pedestrian/cycle links are also provided from within the site to the existing public right of way along Stott Lane.

A playground is proposed towards the northern side of the site and would provide equipment primarily for children between the ages of four and eight.

The Langley Lane application proposes:

  • 25 three bedroom terraced dwellings.
  • 49 three bedroom semi-detached dwellings.
  • Seven three bedroom detached dwellings .
  • 36 four bedroom detached dwellings 

The majority of dwellings would be two storeys in height with 14 units being 2.5 storeys in height.

The proposed development also includes public open space, internal access roads, private gardens and off street parking as well as landscaping across the site.

Pedestrian and cycle links are proposed at two points along Langley Lane in addition to the two main vehicular access routes approved under the application. Pedestrian/cycle links are also provided from within the site to the existing public right of way to the east.

A playground is proposed along the eastern boundary of the site and would provide equipment primarily for children between the ages of four and eight.

This application does not include a proposed primary school to the south east corner of the site.

Seven councillors, a majority, voted in favour of granting the application.
