Nathan Jackson fined after waste found dumped in Heywood street

A man whose rubbish was found dumped in a Heywood street has been fined £192 following a prosecution brought by Rochdale Borough Council.

Nathan Jackson, of Tower Street, Heywood, was also ordered to pay £200 costs and a £20 victim surcharge following the hearing at Bury and Rochdale Magistrates’ Court on 27 May 2015. He was convicted in his absence when he failed to attend court.

The court heard that in January 2014, litter and rubbish was found scattered over a grass verge in Farnworth Street, Heywood.

Officers from Rochdale Borough Council, acting on a tip-off from a member of the public, attended the site and traced the waste back to Mr Jackson. He was given four separate opportunities to explain how his waste ended up in Farnworth Street, but ignored all attempts by council officers to interview him.

He was convicted of failing to ensure that his waste was disposed of properly.

Councillor Jacquie Beswick, Cabinet Member for Housing and Environment at Rochdale Borough Council, said: “Flytipping is an eyesore and something which really affects the quality of life of our residents.

"Even if people refuse to engage with us, as Mr Jackson did, we can still take action and prosecute, as we did in this case.

"Anyone who wants to get rid of waste needs to use either the appropriate bin or recycling centre or ensure their waste is transferred to a licensed person, who provides a receipt for its removal.

"We won’t hesitate to go after people who flout these simple rules.”
