Scout Moor Wind Farm expansion gets the go ahead

Councillors on the Planning and Licensing Committee have approved plans that will see two wind turbines erected on land in Rochdale as part of Scout Moor Wind Farm.

The wind farm, which currently has 26 turbines, will now be increased to 42 following decisions from Rossendale and Rochdale council. Rossendale Council previously gave the go-ahead for 14 turbines to be erected on their land.

Local residents raised concerns about the impact the expansion will have on the moor and stated that they have seen an “accelerated degeneration” of the moor over the years.

Speaking against the plans, Councillor Michael Holly said: “There is no desire from the local community that they want this. You have heard from the developers that this has had support from the residents but I disagree with that fundamentally. I would say that if you approve this, then please make sure that things are water tight.”

Councillor Peter Winkler added: “Month after month, quarter after quarter from going to area forums and meeting with local people, I can tell you that there is no desire for this whatsoever.”

Despite concerns raised from residents and local councillors, the committee approved the plans following discussions of the benefits that this would bring to the borough.

Councillor Aasim Rashid said: “There are certain benefits that this would bring if we were to approve it and based on that, I think we should approve the development and get the benefit of the proposals.”

The decision will now be referred to the head-planning officer for determination. The decision may then be looked at by the Secretary of State who may decide to “call-in” the decision for further debate.
