It took over 30 years before any government legislation was drafted to protect some asbestos workers from harm. Just prior to the 1931 Asbestos Industry Regulations coming into force there is a letter from TBA's insurers Commercial Union, dated 23 March 1932, which accompanies this article.

Its four pages shed some light on working conditions and the prevalence of asbestos dust. There is a first-hand description of workers being covered in “a cloud of dust”.

Recommendations were suggested for respirators, protective overalls and bags “less impervious to dust”.
