Woman fined for dumping waste

A Middleton woman has been convicted of failing to dispose of her household waste correctly.

In February 2011 Environmental Enforcement officers received a complaint of waste being dumped in the communal alleyway between Pilkington Street and Green Street, Middleton.

Officers attended the site and found documentation within the waste addressed to Lauren Blackmore of Pilkington Street, Middleton.

Ms Blackmore was charged under the Environmental Protection Act 1990 of not disposing of her waste correctly and appeared at Bury and Rochdale Magistrates Court on Monday 30 January. She denied the charge but was found guilty and fined £150 with £200 costs and a £15 victim surcharge.

The victims surcharge - is that what the Council get in addition to the £200 costs?
Alternatively, are some of the costs and surcharge due to the Middleton court having been transferred to Bury?
