Does your Council deliberately make painful decisions?

Do you ever wonder if your Council deliberately make painful decisions? Very few of us seem to want congestion charging yet the Council have voted for it - and they have, because if we agree to Metrolink we have agreed to the package that includes congestion charging! Why Manchester want it is a mystery - people will just work and shop elsewhere. Conservatives here are against it for numerous reasons by the way. Running and setting up costs being two of them.
Then wheelie bins - nearly everybody agrees with more recycling but nobody seems to want fortnightly collections. So we are all going to get them. It will be accepted because we Rochdalians do cope with things but it is a shame that they have been rushed through and problems sorted out as they go along.
