Recycling and Grounds Maintenance

Constituents lives are full of woe at the moment because they are getting used to recycling but there are still many issues to tease out. Some people feel they have too many containers - bags boxes and bins. They put them out and sometimes the collection is missed and two weeks later they still have rotting garden rubbish or as in one case four bins full of disposable incontinence pads.
And weeds and overhanging trees and bushes. One section of Edenfield Road in Norden is particularly bad but we have had problems in Birtle too and in Jane's ward of Bamford.
We have cleaned some street signs with a brush and water recently - it took only a couple of minutes. Do you know of any which are obscured with vegetation?
