47 fixed penalty notices issued during police road exercise

47 fixed penalty notices were issued by Greater Manchester Police for a variety of motoring offences on Halifax Road on Friday morning (9 November).

The exercise was carried out at Rochdale Fire Station by police with the support of the Roads Policing Unit in response to a number of community complaints regarding various driving offences along Halifax Road.

Police officers were joined in the exercise by the Department for Work and Pensions, Rochdale Borough Council’s fraud team and licensing, plus HMR Customs. The operation was supported by the use of ANPR Cameras, uniformed and plain clothed colleagues, and speed enforcement.

Seven people were prosecuted for using their mobile phones and issued with a £200 fine and six points.

Two people were caught speeding by laser enforcement; whilst Halifax Road is a 30mph stretch, the highest speed recorded was 40mph.

14 people were caught not wearing a seatbelt, an offence which carries a £100 fine. One driver failed to restrain a nine-month-old baby in a carry cot, instead being sat on the back seat.

Seven vehicles were seized for vehicle excise offences, a £260 fine per vehicle.

Seven vehicles were seized for having no insurance, accompanied by a £300 fine and six points.

Seven vehicles displayed defective number plates which were unreadable or altered, resulting in a £100 fine.

A defective tyre measuring below 1.6mm resulted in a £100 fine and three points on the driver’s licence.

Four were prosecuted for having excessively tinted front windows.

32 vehicles had their fuel checked for red diesel by customs, and 30 people were checked by Rochdale Council fraud team. 20 people were checked, plus further enquiries, by the Department of Work and Pensions.

A further five vehicles were prohibited from moving due to serious mechanical faults.
