Information on current and forthcoming roadworks and road closures across the borough.


Rochdale: temporary local road closures and restrictions

Area: Rochdale
Reason: to hold a temporary coronavirus (Covid-19) testing centre.

Expected start and finish: June 2020 - Friday 30 April 2021.
Restriction and location:

  • Temporary closure of Packer Street, from its junction with Vicars Gate for a distance of 61 metres in an easterly direction.
  • Temporary closure of Town Hall Square behind the Town Hall, from its junction with Vicar's Gate for a distance of 61 metres in an easterly direction.

Area: Rochdale
Reason: to promote social distancing measures due to the coronavirus (Covid-19) pandemic.

Expected start and finish: July 2020 - Friday 30 April 2021.
Restriction and location:

  • Temporary closure of Packer Street, from its junction with Nelson Street for a distance of 56 metres in a northerly direction.
  • Temporary one-way operation on Nelson Street. Vehicles will not be able to travel in a westerly direction the junction with Church Lane and the junction with King Street.

No waiting for any vehicle in the following areas:

  • The east side of King Street, from a point 5 metres north of its junction with Nelson Street to a point 39 metres south of its junction with Fleece Street.
  • The west side of King Street, from its junction with Nelson Street for a distance of 5 metres in a northerly direction.
  • The west side of King Street, from its junction with Fleece Street for a distance of 39 metres in a southerly direction.
  • The east side of Packer Street, from its junction with Fleece Street for a distance of 27 metres in a southerly direction, including the new termination point.
  • The south side of Nelson Street, from a point opposite the easterly kerb of King Street to a point 7 metres west of a point opposite the west kerb of Kong Street.
  • The north side of Nelson Street, from its junction with King Street for a distance of 7 metres in a westerly direction.

No waiting for any vehicles except taxis in the following areas and times:

  • No waiting at any time except for taxis in Town Hall Square, the east side within the parking bay, from a point 3 metres south of its junction with the most northerly access road connecting Packer Street to a point 3 metres north of its junction with the most southerly access road connecting Packer Street.
  • No waiting 6pm-10am except for taxis in Fleece Street, the north side from a point 5 metres east of its junction with King Street for a distance of 14 metres in an easterly direction.
  • No waiting 10am-6pm except for vehicles with a valid disabled persons parking badge in Fleece Street, the north side from a point 5 metres east of its junction with King Street for a distance of 14 metres in an easterly direction.
  • No waiting at any time except for goods vehicles loading and unloading in Nelson Street, both sides from a point 7 metres west of its junction with King Street for a distance of 16 metres in a westerly direction.
  • No waiting at any time except for goods vehicles loading and unloading in King Street, the west side from a point 5 metres north of its junction with Nelson Street to a point 39 metres south of its junction with Fleece Street.
  • No waiting 8am-6pm, maximum stay up to 10 hours, for any vehicle not displaying a valid payment ticket in Nelson Street, the south side from a point 9 metres west of its junction with Church Lane to a point opposite the east kerb of King Street.

Alternative route: the alternative route for Packer Street is The Esplanade, Manchester Road, Drake Street, School Lane and Church Lane.

Area: Rochdale
Reason: to install telecommunications equipment in the highway.

Expected start and finish: 8am-8pm, Sunday 1 November 2020.
Restriction and location: temporary closure of the sliproad of the A627(M) northbound onto Edinburgh Way.
Alternative route: the alternative route for vehicles is Edinburgh Way in a south easterly direction, Queensway, or Edinburgh Way in a north westerly direction.

Middleton: temporary local road closures and restrictions

Area: Middleton
Reason: to complete the new railway station access.

Expected start and finish: Friday 11 September - Friday 4 December 2020
Restriction and location: temporary:

  • Closure of the pavement proceeding along the southerly footway of Oldham Road from a point 90 metres west of its junction with Mills Hill Road for a distance of 80 metres in a westerly direction
  • No waiting on the northerly side of Oldham Road from a point 30 metres west of its junction with Mills Hill Road for a distance of 160 metres in a westerly direction

Alternative route: a pedestrian crossing will be provided so you can cross onto the north pavement.

Area: Middleton
Reason: to replace gas mains.

Expected start and finish: Friday 2 October - 6pm, Friday 30 October 2020.
Restriction and location: temporary closure of Oldham Road between its junction with the Assheton Way, Oldham Road and Ashton Lane roundabout to its junction with Townley Street. Vehicles won't be able to travel in a north easterly direction.
Alternative route: the alternative route for vehicles is Assheton Way, Market Place and Townley Street.

Area: Middleton
Reason: to replace gas mains.

Expected start and finish: Friday 2 October - 6pm, Friday 30 October 2020.
Restriction and location: temporary closure of the unnamed footpath from Lance Corporal Joel Halliwell VC Way to Oldham Road.
Alternative route: the alternative route for pedestrians will be Oldham Road, Townley Street, Market Place and Lance Corporal Joel Halliwell VC Way.

Heywood: temporary local road closures and restrictions

Area: Heywood
Reason: Virgin Media are currently installing new Fibre Broadband in the Heywood area.

Expected start and finish: ongoing
Who to contact: for any issues about this work please use the following methods to gain the quickest and safest possible resolution:

  • Contractors on site - contact a site supervisor. They are best placed to resolve many issues there and then. In most instances, this will be the quickest and safest way to resolve any issue.
  • Virgin Media Helpdesk - if unresolved, or there are no contractors in the area, or if the site has been left in an unsafe manner and requires urgent attention, please ring the Virgin Media helpdesk on 0333 000 5925. The helpdesk hours are: Monday-Friday, 8am-7.30pm & Saturday, 8am-12noon. The helpdesk will alert the contractor and Virgin Media's compliance engineers.
  • Alternatively, please email expansionworks@virginmedia.co.uk with details of your address and preferred contact method.
  • Rochdale Borough Council Highways - we need to be aware of issues being raised with Virgin Media. Please email highways@rochdale.gov.uk or phone on 0300 303 8879 Monday-Friday between 9am-5pm. At all other times, please phone our Contact Centre on 0300 303 8875 for emergency work on the highway.

Area: Heywood
Reason: to resurface the carriageway.

Expected start and finish: 8am-6pm each day from Monday 19 October - Friday 6 November 2020.
Restriction and location: temporary closure of Miller Street, from its junction with Adelaide Street to its junction with Tonge Street.   
Organised by: Rochdale Borough Council.

Area: Heywood
Reason: to resurface the carriageway.

Expected start and finish: 8am-6pm each day, Monday 2 November - Friday 20 November 2020.
Restriction and location: Temporary closure of Rochdale Lane for its entire length amd temporary closure of Vale Street for its entire length.
Alternative routes: alternative routes will be signed on street when the closure is in operation. Access will be provided to businesses if required and safe to do so.

Pennines: temporary local road closures and restrictions

Area: Pennines
Reason: to resurface the carriageway.

Expected start and finish: 8am-6pm each day from Monday 5 October - Friday 23 October 2020.
Restriction and location: temporary closure of Ealees Road from its junction with West View to its junction with Halifax Road.
Alternative route: the alternative routes will be signed on street when the closure is in place.
Organised by: Rochdale Borough Council.

Area: Pennines
Reason: to repair electrical equipment.

Expected start and finish: Monday 12 October - 6pm Friday 23 October 2020.
Restriction and location: temporary closure of Harmony Street from its junction with Moorland Avenue to its junction with Merlin Road.
Alternative route: the alternative route for vehicles will be Cornfield Street, Dale Street and Smith Hill.

Area: Pennines
Reason: to install a debris barrier around the Hollingworth Lake overflow weir.

Expected start and finish: 7am-9pm each day, Monday 19 October - Friday 6 November 2020.
Restriction and location: temporary closure of Rakewood Road, from its junction with Syke Road to the entrance of the Hollingworth Lake Visitor Centre car park.
Organised by: Rochdale Borough Council.

Area: Pennines
Reason: to facilitate drainage works in the carriageway.

Expected start and finish: 9.30am-3.30pm each day, Monday 26 October - Sunday 1 November 2020.
Restriction and location: temporary closure of New Street, from its junction with New Road (A58) for a distance of 20 metres in a south easterly direction.
