Parklands House care home closes

Parklands House on Falinge Road has closed its doors after repeatedly failing to meet standards.

The home, which was recently declared inadequate by the Care Quality Commission (CQC), has today (Friday 23 January) been boarded up and cleared out.

One local resident from the area said: “I managed to speak to someone who was passing and they said that the home is closing permanently from today. The windows are all boarded up.”

When Rochdale Online paid a visit to the home this afternoon, two skips were on site full of goods including mattresses and boxes and a mini bus was being filled with items including wheelchairs.

Those working to empty the home said they could not comment.

During an unannounced inspection in October 2014, inspectors found that the home was failing to provide care which was safe, effective or well led. A report by the CQC identified a number of areas that needed improvement including medicine management, hygiene, interaction with residents and staff issues.

It is currently unclear where the residents have been relocated to but is understood that they were relocated as of Saturday 17 January.

Debbie Westhead, Deputy Chief Inspector of Adult Social Care in the North, said: “The Care Quality Commission inspected Parklands House Care Home in Rochdale five times between June 2013 and October 2014. During this time they have been given compliance actions and served with official warnings for a variety of breaches under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2010 (the Regulated Activities Regulations).

“At our last inspection, 27 and 28 October 2014 we found continued non-compliance and enforcement action is under way, but we are unable to provide further details at this time, pending any possibility of appeal by the provider. In the meantime we have been in close liaison with Rochdale MBC who have ensured the safe transfer of residents to alternative accommodation. We understand that the home is now closed.”

A spokeswoman for Rochdale Borough Council, said: “The council shared the CQC’s concerns about the quality of care being provided at Parklands and as result of these concerns, we suspended new referrals to this home in June last year. We also put in place an action plan and increased our inspections to help improve standards at the home.

“Once it become clear that Parklands was not reaching the high standard of care we expect for our residents we started to move people out of the home. This process started in October last year. All residents under the care of Rochdale Borough Council have now been found alternative accommodation.”

Eldercare, who are responsible for the home, did not respond to a request for comment.
