The planning application by Countryside Properties to construct 69 homes on the former Coral Mill site in Newhey has been approved, despite opposition from local Lib Dems.
Rochdale Borough Council Pennines township planning committee granted permission at its meeting on 14 April.
Councillor Andy Kelly and Lib Dem candidate in Milnrow and Newhey Irene Davidson had previously said they are not opposed to the site being developed but couldn't support the application in its current form. They accused the developers of being interested in 'making as much money as possible' and have 'little interest in Newhey.

The site has been vacant for many years after the former mill was demolished. Redrow was granted permission in 2007 to build 39 houses and 48 apartments on the site but the scheme was never progressed.
